Wedoany.com Report-Apr. 7, The Ministry for Ecological Transition (Miteco) announced on Friday, April 04, 2025, that it has finalized a grant of 303 million euros to Moeve for the first phase of its Andalusian Green Hydrogen Valley project. Located in Huelva, this initiative stands as Spain’s largest effort to produce green hydrogen, a key energy source for the future.
The Onuba project, marking the initial stage of Moeve’s plan, received the highest funding allocation within the Perte Program, securing a quarter of the total amount awarded. It is the sole project of its kind in Andalusia. The development involves building a green hydrogen production facility in Palos de la Frontera, Huelva, equipped with 400 MW of electrolysis capacity. This plant is expected to generate 10,000 jobs—covering direct, indirect, and induced employment—mostly during construction, fostering a fresh industrial and business network in the region.
The facility will provide green hydrogen to Moeve’s own operations as well as external clients, playing a vital role in reducing carbon emissions across industries and supporting cleaner heavy transport by land, sea, and air. Maarten Wetselaar, Moeve’s CEO, stated: “This award is a great boost to the Andalusian Green Hydrogen Valley and our strategy to become a benchmark for the energy transition in Europe.” The project aligns with broader efforts to advance sustainable energy solutions.
Spanning a total investment exceeding 3 billion euros, the Andalusian Green Hydrogen Valley includes plans for two production hubs at Moeve’s energy parks in La Rábida (Huelva) and San Roque (Cádiz). Together, these sites will boast a 2 GW electrolysis capacity, producing up to 300,000 tons of green hydrogen annually. This makes it Spain’s most extensive green hydrogen endeavor and a prominent undertaking in Europe.
The initiative falls under the H2 Valles program, which has distributed 1.214 billion euros across seven major projects in regions including Andalusia, Aragon, Castile and León, Catalonia, and Galicia. These efforts aim to achieve a combined electrolysis capacity of 2,278 MW and attract investments totaling 4.907 billion euros. The program forms part of the Strategic Project for the Recovery and Economic Transformation of Renewable Energy, Renewable Hydrogen, and Storage (Perte ERHA), overseen by Miteco.
This development highlights a significant step toward sustainable energy production, enhancing economic growth and environmental goals without impacting trade dynamics such as exports, imports, or consumption patterns. The focus remains on innovation and job creation while supporting global decarbonization efforts.
