Wedoany.com Report-Apr. 6, Italy’s energy agency, Gestore dei Servizi Energetici (GSE), has launched a second agrivoltaic tender, allocating €323 million from funds remaining after the first round concluded in December 2024. Developers have until June 30, 2025, to submit their proposals.
The initial tender saw GSE award 1.5 GW of capacity after evaluating 643 bids totaling 1.7 GW. In March, Alessandro Migliorini, Italy director at European Energy from Denmark, shared with pv magazine Italia: “Up to 80% of the projects selected in the first tender for agrivoltaics faced abandonment due to bureaucratic delays in obtaining permits.” Despite challenges, successful projects included 270 MW for European Energy, a 62 MW array by Repower in Sicily, and a 73 MW setup by Next Energy Capital in Campania. Other notable recipients were Solarig with 122 MW, Photosol with 55 MW, and DCH Di Carlo Holding with over 140 MW, trailing just behind European Energy.
Agricultural firms dominated the applicant pool. All qualifying projects secured incentives since the tender fell short of its full capacity. Discounts on maximum prices varied widely, from 9.18% to 53%, with larger projects gaining cost advantages due to scale. The ceiling price was established at €0.093/kWh for projects up to 300 kW and €0.085/kWh for those exceeding that threshold.
Geographically, most projects are concentrated in southern Italy, though some are situated in central Lazio and northern Emilia-Romagna. The second tender builds on this momentum, using leftover funds to further integrate solar energy with farming.
The initiative reflects Italy’s ongoing effort to expand renewable energy through agrivoltaics, blending agriculture and solar power generation. With a clear deadline of June 30, developers now have a window to refine bids and navigate permitting hurdles, aiming to boost the country’s clean energy capacity.
